The General Chairman of the Central Board of Nahdlatul Ulama (PBNU) KH Said Aqil Siroj (Kiai Said) encouraged the need for improvements to the Regulation of the Minister of Education, Culture, Research, and Technology (Permendikbudristek) Number 30 of 2021 concerning the Prevention and Handling of Sexual Violence (PPKS) in Higher Education.

"We have to perfect several points," said Kiai Said on the sidelines of the groundbreaking ceremony for the Baznas-NU Healthy House in Johar Baru, Central Jakarta, Monday (15/11).

However, Kiai Said did not explain further which points needed to be improved. He only emphasized one point that consensual feelings could not be used as an excuse for sexual relations without a legal marriage bond, adding that it was still not allowed.

Whether it is consensual (without marriage) or not, it's still not allowed. Not only violence in the sense of coercion. But consensual consent (without a legal marriage bond) must be prohibited," said the leader of the Al-Tsaqafah Islamic Boarding School in Ciganjur, South Jakarta.

Kiai Said revealed that in the near future he would hold a meeting with Minister Nadiem. "Later the Minister of Education and Culture will meet me" he said.

Permendikbud Number 30 of 2021 was initially intended to prevent and handle sexual violence in universities.

However, after the Permendikbud was signed on August 31, 2021, there was a reaction from several groups who refused. The points of rejection include Article 5 of the Minister of Education and Culture No. 30 of 2021 which is considered to have the meaning of legalizing immoral acts and consent-based free sex.

In addition to rejection, not a few also support the Permendikbud, because it is considered to be able to strengthen the prevention and handling of sexual violence in the campus environment. The National Commission for Women (Komnas Perempuan) is among those who support it.

The Komnas Perempuan in its press conference on Friday (10/29/2021) stated that this regulation was a step forward to create a safe, healthy, and comfortable educational environment without sexual violence in any form.
