PBNU general chairman election process through Ahlul Halli wal Aqdi not approved

Discussion on the election of the PBNU general chairman and tanfidziyah chairmen through the Ahlul Halli wal Aqdi (Ahwa) mechanism at the 2021 NU Grand Conference (Konbes) was not approved. This was the decision of the Organizational Commission after a vote taken on Saturday (25/9/2021). This decision was taken considering the very dynamic discussion.

 

This decision was confirmed through the Plenary Meeting of the 2021 National Meeting of Alim Ulama (Munas) and NU Konbes led by the Chairman of the Steering Committee KH Ahmad Ishomuddin on Sunday (26/9).

 

“It was not approved and we did it by voting last night. 19 votes in favor, two against, and three provide alternatives,” Imam Pituduh, Chairman of the Organizational Commission said when delivering the commission's decision at the Plenary Meeting.

 

“There were several participants who proposed other options. This is taken as a note," the Deputy Secretary General of PBNU said.

 

The election of Rais Aam and Rais Syuriyah at all levels through the so-called Ahwa has indeed been agreed upon by representatives of the NU Regional Boards (PWNU) participating in the forum. The decision that has been taken since the NU 33rd congress has no one against it. However, the election of the chairmen of tanfidziyah through the same mechanism as the election of rais syuriyah, namely through Ahwa, was met with opposition from the majority of participants.

 

PWNU, who agreed, reasoned that the election of the chairmen of tanfidziyah through the Ahwa system was very important to maintain the spirit of the organization, namely placing the leadership of tanfidziyah under the authority of the syuriyah leadership. So far, according to representatives from East Java, several times there have been oppositions between the two. Whereas supposedly, he said, the chairmen of tanfidziyah were the khadam (assistants) in implementing the syuriyah policy.

 

Meanwhile, representatives from PWNU who did not agree with the proposed mechanism reasoned that there was no voice from representatives of the Nahdlatul Ulama Branch Boards (PCNU) and PWNU in determining their choice.

 

As is known, the election of Rais Aam of PBNU at the 2015 NU 33rd Congress in Jombang, East Java was carried out through consensus deliberation among nine members of Ahwa who were directly elected by the participants (muktamirin). The same is also applied to the selection of rais syuriyah at all levels.

 

For the regions, rais syuriyah are directly elected by seven Ahwa members, while at the branch level, special branches, sub-district and village level boards are elected by five Ahwa members. This is stated in the Bylaws (ART) Chapter XIV Election and Determination of Management Articles 40 to 46.

 

In the draft of the 2021 NU Munas and Konbes, it was stated that the change in the mechanism for selecting the chairman of tanfidziyah through the Ahwa system was based on the consideration that for five years the implementation of the Ahwa mechanism in the election of rais syuriyah went smoothly, solemnly, and was obeyed by all parties.
